OCSB Builds on Student-Focused Investments with 2026-2027 Budget

New investments strengthen classroom learning, expand support for students and create more opportunities across the system.

Trustees of the Ottawa Catholic School Board (OCSB) have approved the Board’s 2026-2027 operating budget of $833.3 million, a balanced budget that includes approximately 84 additional full-time equivalent positions, including 79 classroom teacher positions, while continuing investments in student well-being, skilled trades, special education and inclusive learning environments.

Building on initiatives already underway in schools across the system, the budget continues to strengthen classroom learning, student well-being and future pathways for students. From literacy and mathematics learning to skilled trades programming and accessible learning environments, these investments are focused on helping students succeed in school and beyond.

“Every student deserves to feel confident in their learning, feel connected to their school and feel optimistic about their future,” said Mary Donaghy, Chief Executive Officer of the Ottawa Catholic School Board. “This budget strengthens the programs, supports and opportunities that students rely on every day. Whether that means additional help in our faith-filled classrooms, opportunities to explore the skilled trades, or learning in environments where they feel welcomed and included, our focus remains on ensuring students have what they need to learn, grow and prepare for the future. A significant portion of these investments is directed toward early intervention in literacy and mathematics, ensuring students receive targeted support before learning gaps become barriers to success.”

Strengthening Classroom Learning

Strong classroom instruction remains at the centre of the Board’s priorities. The budget includes approximately 84 additional full-time equivalent positions, including 79 classroom teacher positions, strengthening the Board’s multi-tiered approach to supporting student achievement in literacy and mathematics across the curriculum. This includes a $2.7 million Board investment in 20 targeted teaching positions providing early literacy and mathematics support for students.

Working alongside classroom teachers, these educators will provide responsive Tier 1 and Tier 2 support for students who may be at risk of falling behind and who might not otherwise access additional interventions. This flexible, school-based support is designed to strengthen early intervention, close learning gaps and improve outcomes for students before challenges become more significant.

These additions will help schools respond to student needs while ensuring resources remain focused where they matter most: in classrooms.

Supporting Student Well-Being and Inclusion

Students learn best when they feel welcomed, valued and connected to their school community. The budget includes a $1.5 million investment in Inclusion and Well-Being through the Lens of Deep Learning in 2026-2027 as part of a two-year, $3 million commitment. 

Building on work already underway in schools, the initiative focuses on strengthening student engagement, fostering a sense of belonging, and creating inclusive learning environments while helping students develop the skills and competencies needed for success in school and beyond. The budget also includes additional educational assistant positions to strengthen support for students with diverse learning needs and help ensure success for all students.

Opening Doors to Future Opportunities

Student interest in Skilled Trades programming continues to grow across the system. The budget includes a $1.5 million investment in Skilled Trades initiatives in 2026-2027 as part of a two-year, $3 million commitment. These programs provide students with hands-on learning experiences, exposure to industry-relevant skills and opportunities to explore rewarding career pathways while still in school.

By connecting classroom learning to future opportunities in apprenticeship, college, university and the workforce, these programs help students make informed decisions about their future while responding to growing labour market needs.

Creating Inclusive Learning Environments

Learning happens everywhere, both inside and outside the classroom.The budget includes a $1 million investment in play structure renewal in 2026-2027 as part of a three-year, $3 million commitment. 

Building on the Board’s previous $7.5 million multi-year investment in outdoor learning spaces, this next phase focuses on projects that create accessible environments where students of all abilities can learn, play and connect together. Together, the Board’s investments in outdoor learning environments and accessible play structures are expected to exceed $10 million once all phases of the work are complete.

Maintaining Responsible Stewardship

The 2026-2027 budget includes $833.3 million in revenues and incorporates $7.4 million in one-time student-focused initiatives funded through accumulated surplus reserves. These investments remain compliant with provincial regulations and support priorities identified through consultation with Trustees, families, advisory committees, employee groups and students.

“This budget reflects the priorities Trustees heard throughout the budget process from students, families, staff and our school communities,” said Mark Mullan, Chair of the Ottawa Catholic School Board. “In addition to strengthening classroom learning and student well-being, this budget continues to expand opportunities for students to explore pathways that match their interests, talents and goals. From the skilled trades to post-secondary education and the workforce, we want every student to see a future filled with possibilities.”
