Notice of Passage: Education Development Charges (EDC) By-law No. 01-2024

The Education Act empowers a school board to enact a by-law implementing education development charges (EDC) on residential and commercial development within its jurisdiction, where such development leads to increased education land costs. These charges are collected to fund the acquisition and provision of municipal services for future school sites. This helps to create a space for students from new developments who cannot be accommodated in existing facilities. The City of Ottawa collects EDCs, on behalf of the Ottawa Catholic School Board, at the building permit stage on new residential and non-residential development.

On March 26, 2024, the OCSB passed EDC By-law No. 01-2024 that includes changes to the EDC rates. These new rates are effective from April 1, 2024 to March 31, 2029.
